The Regulatory Risk Officer is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.


+ Responsible for communicating to executive management implications of existing and opposed regulation and developing potential responses. This may include regulations related to specific product or macro / systemic regulation, including standards to comply with Basel II / III, MiFID, U.S. Fed, Treasury, FDIC and regulations from other central banks and regulatory authorities.

+ Provides risk strategic analytics and information management across Citibank products; facilitating data-quality and controls for other teams and managers.

+ Provides regulatory risk project management support (business requirements, analysis and testing) for delivery of regulatory solutions. (i.e.. CECL, Part 30 core capabilities initiatives, stress test and CCAR regulatory requirements, etc.)

+ Performs business analysis to respond to regulatory and business questions and provide portfolio insights.

+ Performs data analysis to monitor and track data quality and completeness of data.

+ Provides Project Management of various deliverables for Portfolio Risk Review chapter. Involvement in rationalization of EUCs (End User Computing) used for Portfolio Risk Reviews.

+ Partners with Clients to understand and quickly respond to Client needs. Proactively seeks Client feedback to influence change throughout organization.

+ Assistant project manager and work with business users to gather business requirements and draft and co-ordinate approval for Business Requirement Documents (BRD).

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.


+ 6-10 years experience in product program governance and risk management framework.

+ Should have Excellent proficiency in Microsoft Office particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation).

+ Thorough knowledge of credit source systems, collateral reporting systems, and end reporting/ warehousing.

+ Broad understanding of classifiable and delinquency managed credit and operational policies and procedures.

+ Demonstrate financial and risk reporting knowledge as well as experience from the business and/or technical area desired.

+ Project management knowledge and experience working with diverse group of stakeholders to achieve milestones and deadlines and capability to handle multiple projects at one time.

+ Proven relationship management skills with ability to deepen relationships and build partnerships across the business, executive leadership and key functional support areas like Government Affairs, Communications, Legal, Compliance, Control, in-business Risk and Independent Risk.

+ Good knowledge of Citi products, risk processes and controls with good understanding of regulatory requirements and risk management framework.

+ Experience in compiling process and data quality metrics, analyzing results to clearly communicate data-driven analysis to senior management.

+ Proficient in MS Office applications (Excel, Word, PowerPoint).

+ Required Licensing/Registration: Series 4, Series 7, Series 9, Series 10, Series 24

This job description provides a high-level review of the types of work performed. Other job-related duties may be assigned as required.

**Objective** : To provide system administrative support for WebPAS, Business Monitor and Credit Change Log systems and their user community with user requests and clarifications, system parameter maintenance and user system access. Successfully partner with infrastructure teams to implement any new enhancements to these systems as required to support consumer businesses globally in complying with Global Consumer Credit Fraud & Risk Policies (GCCFRP). Support Retail Data Strategy and Oversight team with project activities as deemed necessary.

**Key Responsibilities:**

The candidate will be responsible for supporting the global risk policy user community with activities such as:

+ Responsible for support of the Global Consumer Risk Product Approval System (WebPAS) administering the application with over 1000+ users ensuring user's access / inquiries and Offline Approvals on behalf of CRO are timely addressed and process is aligned per Global Consumer Credit Fraud & Risk Policies (GCCFRP) approval requirements.

+ Responsible for maintaining comprehensive documentation and processes, as well as updating WebPAS user support documentation (Training, User Guide, FAQs & Tips).

+ Responsible for calendar updates

+ Coordinate with Global Policy team for maintaining accurate Consumer SCO levels in WebPAS to ensure appropriate approval workflow.

+ Responsible for implementing enhancements to Global Consumer Risk Policy Tools that support ongoing compliance / changes to Global Consumer Credit Fraud & Risk Policies (GCCFRP), as well as enable more efficient approvals and streamline system administration.

+ Responsible for liaising with CRSE, Risk Governance, Risk Oversight and Technology on the re-platforming of WebPAS into CitiRisk Retail Oversight platform (Policy Oversight). Participate in extensive detailed system walkthrough sessions / requirements gathering and functionality reviews with Business Analysts and CRSE teams to ensure that current functionalities are not missed / overlooked in the new re-platformed Policy Oversight tool all while maintaining the existing BAU system.

+ Responsible for successful implementation of all system changes needed for on-going Consumer Credit Approval Transformation (including Consent Order Reengineering). This includes but not limited to end-to-end testing and coordination, identifying defects & working with technology on tracking / closure of all defects, production deployments, updating User Guides and preparing announcements before production roll-out.

+ Collaborate with various technology support teams to ensure adequate compliance support, including upgrades, patches, fixes to the Lotus Notes infrastructure, certificates, change requests, Productions issues, while being an active participant in the annual Business Recovery Plan (BRP) CoB Tests, as well as manage Information Security and CoB risks for WebPAS, Business Monitor and Credit Change Log risk tools systems.

+ Responsible for the end-to-end administration (including testing) of the Credit Change Log system and evolution across all regions/businesses including oversight and support of the Quarterly Uploads and Attestations, calendar and Reference Data Editor maintenance.

+ Responsible for the quarterly administration of the Business Monitor Framework end-to-end Risk process and system evolution across all regions/businesses including maintenance activities such has calendar updates, gathering of sourced data, preparation of assessment templates including oversight and support of the Quarterly Assessment Reviews.


+ 5+ years of prior experience as system admin

+ Knowledge of Citi systems is highly preferred

+ Bachelors Degree

+ Prior IT/system testing experience including COB testing. The candidate should also know how to write and execute test scripts and appropriately store relevant artifacts

+ Excellent communication skills. The candidate should be comfortable communicating with senior most leadership in the organization
