Senior Manager Supply Chain Compliance

The position is part of the Office of General Counsel, Corporate Contracts organization. It is a role in the offices Acquisition Policy and Contracts Compliance team, supporting and collaborating with senior leadership within Raytheon Technologies. The main focus of the role is on shaping and analyzing U.S. Government policies, statutes, and regulations affecting acquisition and contracting, and developing plans to comply with those requirements.
Significant focus will be placed on Raytheon Technologies ability to successfully conduct business with the U.S. Department of Defense, other federal agencies, foreign allied nations, and peer defense industry base members through compliance with statutory and regulatory directives.
The Manager will lead and/or work within a team of policy and compliance specialists to provide oversight and guidance to the Raytheon Technologies Businesses Units and other functional disciplines on contract formation, interpretation, and administration issues, as well as in a hands-on way to establish and support corporate and business efforts to ensure compliance.
Position Description:
Working with Contracts leaders across Raytheon Technologies to guide them on U.S. Government Contracts compliance issues and best practices
Creating internal controls and commensurate compliance measures
Drafting and revising corporate policies and procedures
Partnering with Raytheon Technologies Businesses Units to recommend tailored business-level policies, procedures, and controls
Partnering with Office of General Counsel peers to identify risks and develop mitigation approaches
Partnering with Corporate functional peers, to include Operations & Supply Chain, Finance, Global Government Relations, and Technology and Global Engineering to ensure a holistic and fully informed approach toward Contracts compliance
Mentoring Contracts professionals from across the enterprise on Contracts compliance work
Supporting continuous risk analysis, including identifying unique compliance risks in emerging and evolving policies, statutes, and regulations
Developing appropriate enterprise education and training on matters of emerging policies, statutes, and regulatory matters to ensure compliance
Collaborating with Internal Audit to assess documented processes and Business Unit activities as a means of determining compliance
This role will interface heavily with Contracts leaders in the Raytheon Technologies Businesses Units, Corporate functions, and established teams and working groups supporting areas of Contracts compliance.
This role is envisioned as a Subject Matter Expert reporting to the Director, Acquisition Policy and Compliance.
Work location is flexible (although Waltham, Massachusetts or Washington D.C. is preferred), with approximately 10% - 20% travel required.
Required Skills:
Bachelors in a related field with at least ten (10) years total work experience and at least eight (8) years of experience with U.S. Government Acquisition and Contracting, with a preference for Department of Defense acquisitions
Strong understanding of FAR/DFARS
Understanding of legislative and policy generation and promulgation procedures within Federal and Department of Defense landscapes
Experience with Contracts and Supply Chain compliance requirements, including leading or playing a visible role supporting compliance programs
Leadership experience in the Contracts function, Supply Chain, or Program Management
Awareness of Foreign Military Sales and direct commercial sales to foreign entities
Knowledge and understanding of trade compliance, licensing and supporting laws
Bid and proposal management experience
Experience in collecting, analyzing and reporting company intelligence supporting new business opportunities
Preferred Skills:
Masters in a related field
Understanding of aerospace and defense industry business operations, risk management/assessment processes, and process audits
Knowledge of DCMA or DCAA operations or experience helpful
Former US Government or Department of Defense experience as a warranted Contracting Officer helpful
Ability to multi-task across issues, projects and initiatives, delivering on-time results
Team-oriented focus and willingness to contribute on short notice
Informational and persuasive writing skills for communications (including Board-level), training, policy crafting, and reporting
Strong oral communication skills to present strategic plans, communicate risks, manage concerns, and speak publicly
Conflict resolution skills to effectively mediate differences in high-stakes discussions and resolve escalated inquiries
Skills to effectively build relationships and leverage networks to create positive change, while displaying organizational savvy, tact and diplomacy
Ability to work at the executive level using strategic thinking
Ability to perceive and analyze problems, develop alternatives, and drive innovative solutions based on sound judgment
Strong organizational and planning skills
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
