JOB SUMMARY


The Director of Risk Management and Safety plans, designs, and implements an overall risk management plan, process, and strategy, for loss prevention, occupational health, workplace safety, environmental safety, and workers compensation programs in accordance with federal, state and local regulations, industry standards and Company policy. The Director of Risk Management and Safety will work with the Controller and the Company brokers regarding insurance programs; will also act as the primary contact for all risk management issues. The Director of Risk Management and Safety exercises considerable independent judgment and initiative to achieve objectives. This position provides guidance to and receives direction from the highest levels of management and supervises and evaluates the work of professional and clerical staff to administer programs.


 


ESSENTIAL DUTIES AND RESPONSIBILITIES



  • Responsible for the development and rollout of Risk Management and Safety policies and procedures based on industry best practices

  • Collaborate with Controller and Insurance Brokers regarding General Liability, Project Specific, and Workers Compensation insurance programs

  • Manage existing workers compensation contracts and look for opportunities to integrate services/contracts and cost savings where appropriate/applicable

  • Oversee allocation of safety related human and equipment resources to meet the needs of the field personnel, their front-line leadership, and senior management objectives for ensuring a safe and healthy work environment

  • Design and implement program(s) that captures data concerning employee injuries. Own the process of using the aggregated data summaries to proactively manage safety and risk incidents

  • Ensure compliance with all applicable federal, state, and local laws, rules, and regulations and ensure that all day-to-day safety functions, initiatives, and programs are consistent with division and companywide policies and requirements

  • Ensure all compliance aspects of position are understood by all personnel and followed to ensure their safety and the safety of the public at large

  • Stay abreast of developments in law, regulation, policy, practice, and technology to ensure that the company remains on the cutting edge of best, most effective, and most efficient safety practice

  • Develop both short-term and long-range plans in support of company safety goals and objectives

  • Create and implement a strategic approach to improve safety performance within all of the Companys facilities and business units, and tracking and reporting on progress and other trends

  • Provide leadership and serve as senior managements subject matter expert on Risk Management and Safety

  • Advise and provide direction to Senior Leadership to ensure a safe, healthy and environmentally sound workplace

  • Maintain OSHA 300 Log and file required reports so as to meet federal and state standards and regulations, and all ANSI practices and procedures.

  • Conduct site safety audits on personnel, safety equipment and materials.

  • Work on special projects as assigned.

  • Provides proactive leadership and assumes ownership of building a best in class safety culture by 1) anticipating problems and providing solutions. 2) sharing knowledge with, and providing training, to all levels of management and field staff.

  • Day to day supervision of staff



KEY JOB REQUIREMENTS



  • knowledge of all mandatorily applicable OSHA and Cal/OSHA standards

  • Bilingual (English/Spanish)

  • Bachelors degree with major course work in Risk Management, Safety Engineering, Environmental Health and Safety, Occupational Health, Industrial Hygiene, Business or Public Administration, or a closely related field.

  • Masters degree in a related field may be substituted for one (1) year of experience.

  • A minimum of five (5) years recent position-related management level experience in the field of Environmental Health and Safety; with working knowledge of Workers Compensation, Disability Management, and Risk Management required.

  • Experience with self-insured program; Excess Liability, Excess Workers Comp, and Property.

  • Experience with Third Party Administrators (TPAs) including Workers Comp and Liability

  • Certification as a Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH), or Associate Risk Management (ARM)

  • Strong ability to communicate and build trust among all levels

  • Ability to maintain confidentiality

  • Ability to travel with short notice and up to 25% of the time

  • Decisive decision-making skills and able to handle complex situations under pressure

  • Experience developing, implementing, and updating project safety plans.

  • Ability to maintain:  1) reliable and safe transportation to other BMCS jobsites 2) valid California drivers license, 3) proper vehicle registration, and 4) Californias minimum automobile insurance coverage requirement



PHYSICAL REQUIREMENTS


The requirements listed below are representative of the physical ability required. Work is performed primarily indoors.  Lighting is artificial. Equipment used includes standard office equipment i.e. computer, telephone, fax machine and copier.  Physical demands include sitting, walking, standing, bending over, kneeling, repetitive use of hands, grasping, pushing, pulling and lifting to 25 lbs.  Hours and days are Monday through Friday with occasional weekends or overtime required.  Position requires close contact with Blue Mountain employees.
