Detailed Job Description
The Associate Vice President for Budget & Financial Planning provides innovative leadership, financial planning & analysis, and strategic counsel to University partners working closely with academic and administrative units across campus. This person will be a trusted business partner, which requires intellect, collaboration, analytical curiosity, dedication, and ingenuity. The Associate Vice President for Budget & Financial Planning reports to the Senior Vice President for Finance & Administration and regularly interacts with members of the RIT Board of Trustees, senior management, vice presidents, deans, and all levels of administration. The AVP will be responsible for providing effective leadership, development, and management of a $658M operating budget and $195M capital budget and oversight of 400+ department budgets annually, including international operations. The AVP will serve as a liaison with senior management to create ad-hoc financial analysis and business models for critical initiatives. They will drive timely and accurate financial plans, forecasts, and reporting; in addition to providing financial expertise, identifying risks and opportunities, translating insights into action plans, and seeing plans through execution.

Responsibilities:
  • Develop, implement, and continually evaluate university-wide processes for allocating and optimizing the use of the University's financial resources, including an annual operating budget of $658M and capital budget of $195M, to support the University's strategic priorities and programs. Oversee the development and administration of 400+ department budgets annually, including international operations.
  • Provide leadership for the financial analytical support to Academic Affairs, including the annual production of the Academic Program Review (APR) financial metrics and evaluating financial plans for new academic program initiatives.
  • Provide leadership for the Financial Analysts supporting Facilities Management Services and Information Technology Services.
  • Advance and implement best practices to support and ensure excellence in budget stewardship throughout the colleges and divisions of the University.
  • Develop, coordinate and implement a series of processes that lead to creating a comprehensive, integrated university-wide operating budget. This includes preparing and collecting data from divisional hearings and monitoring and implementing intra- and inter-departmental and divisional resource reallocation decisions.
  • Create processes to properly collect and evaluate ongoing financial performance for the overall University and implement decisive and appropriate actions to maintain financial stability and proper stewardship. Recommend budget allocations to senior management based on divisional requests made at the annual budget hearing sessions
  • Recommend university-wide fiscal policies that affect the use and management of financial resources. Work with various university areas to develop budget-planning assumptions to build current and long-range planning models.
  • Oversee the development of the University's capital budget and ensure integration within the operating budget.
  • Perform long-range fiscal forecasting activities by collecting data sets from the numerous university offices and external financial and educational resources.
  • Present to the Finance Committee of the Board of Trustees information related to the University's operating and capital budget and seek approval for the annual preliminary and final budget assumptions. Present updates on the University's operating budget status at the quarterly Board of Trustees' Finance Committee meetings.
  • Provide oversight and follow-up in developing the NTID Indirect Cost Study and related cost allocations to NTID.
  • Provide leadership for financial analyses relating to the academic operations of the University. This includes evaluating/monitoring new academic program proposals and the annual creation/publication of RIT's Academic Program Review financial metrics.
  • Manage and supervise ten professional staff members.

Required Minimum Qualifications
  • Bachelor's degree in a relevant field.
  • Ten (10) years progressively responsible management experience, including financial analysis, program costing, and budget/accounting with a responsibility to senior management.
Required Knowledge Skills and Abilities:
  • Strong logic and analytical skills applied to identifying organizational and financial efficiencies
  • Ability to combine data from different sources for analytical efforts
  • Demonstrated ability to initiate and implement innovations
  • General software application skills in Microsoft Office Suite
  • Deep understanding of fund accounting and fund reserves and the ability to relate them to GAAP principles and the University's financial statements
  • Financial/budgeting/accounting software application skills in a financial enterprise system
Preferred:
  • Master's degree MBA or CPA preferred.
  • Five years of financial, budgeting, accounting experience in a higher education setting, strongly preferred.
